Greece is expressing concern that new generations of underpowered ships, possibly compromising safety, are going to be built to comply with Energy Efficiency Design Index (EEDI) requirements. And reducing installed power is the easiest way to comply with the EEDI requirements, which were introduced as a global measure to control carbon dioxide (CO²) and combat greenhouse-gas emissions from shipping.

Indeed, reductions in installed power in bulk carriers, tankers and containerships have become the primary means of compliance with EEDI requirements.
