DO WE NEED AN INTERNATIONAL CONVENTION?

Despite a noticeable reduction in maritime casualties in recent years, the number of abandoned wrecks has, somewhat paradoxically, reportedly increased. An abandoned wreck clearly has the potential to create a host of problems not only due to its physical location (if, say, it constitutes a hazard to navigation or a threat to the environment) but also regarding the costs and complexities of negotiations concerning the wreck.

The
