Vietnamese authorities are in a bit of a pickle. For the past five years the 20,900-gt cruiseship Jupiter has been left at anchor in Ving Van Phong bay, approximately three kilometres (1.9 miles) from Hyundai-Vinashin Shipyard.

The 1975-built vessel, a converted Norwegian cruise-ferry, has no valid class or safety certificates, its main engine is believed to be inoperative and the last time anybody bothered to check, there were a mere five crew living onboard.
