The health, safety and security of seafarers is regularly placed under threat when they are asked to respond to the growing number of distressed migrants at sea, according to a new report.
The report, submitted by the International Chamber of Shipping (ICS) to the United Nations Refugee Agency (UNHCR), highlights the risks and costs to shipping at a time when the extent of the problem is being seriously under-recorded by national governments.
