The Washington-based World Shipping Council (WSC) is leading opposition against European Commission (EC) proposals that form part of a carrier’s entry summary declarations (ENS).

If agreed by the end of April, the proposals would form part of a new Union Customs Code (UCC) to be implemented in May 2016.

However, the WSC argues that the EU is trying to find “a short-cut” way of obtaining the identity of the buyer and seller of imported goods before vessel loading.
