A Japanese seminar in London to promote the early ratification of an international recycling convention raised concerns that the recycling industry’s safety problems will persist.

The Hong Kong Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) was agreed in 2009 but so far has only been ratified by three countries, most notably Norway.

While the convention remains without enough support to bring it into force, many of the safety and environmental problems associated with shiprecycling continue.
