Benin has pre-qualified two energy majors and a trading house to submit offers on the West African nation's project to install a floating storage and regasification unit for the country.
Consultants following the process indicate that majors Total and Shell have been pursuing the project, with the pair both looking at the FSRU Neptune (built 2016) as a potential contender, along with trader Gunvor.
