No doubt many good answers are at your fingertips, and perhaps the most obvious is: “It facilitates the member’s ability to trade by providing coverage for a set of common and potentially dramatic legal liabilities that arise out of a vessel’s operations.”
In other words, the P&I club certificate is a ticket to trade.
