The European Union has introduced rules to force ships passing through its waters to report their insurance status after more than one-fifth of those asked refused during an eight-month trial.
Nearly 150 ships declined to supply insurance details when asked by some European coastal states, amid concerns about seeking compensation if a substandard and uninsured vessel hauling Russian oil was responsible for a spill.
