When the Biden administration issues its conclusion that Beijing unfairly sought dominance in global shipbuilding, it will be arming a weapon that Donald Trump took off the dusty shelves of US trade law.
And it will be incoming president Trump who gets to fire it at China’s shipbuilding industry after he takes office on Monday — possibly with a proposed port fee on Chinese vessels.
