The European Union is to discuss plans to target Russian vessels and coal in its latest round of sanctions targetting Moscow for “waging a cruel and ruthless war” against Ukraine.

The European Commission set out its proposals on Tuesday in a “fifth package” of penalties that also target Russian banks, exports, imports and companies.

“Russia is waging a cruel and ruthless war, not only against Ukraine’s brave troops but also against its civilian population,” President Ursula von der Leyen said in a statement.
