An outline deal struck by the European Union for a $60 cap on Russian oil exports could be “penalising” for Moscow if it includes a mechanism to track prices, analysts say.

Officials announded on Friday that a deal has been done that would allow European and G7 shipowners to haul Russian crude to countries outside of the EU —but only if the sale price does not exceed the cap.
