When Dominion Energy erected two pilot turbines in the Atlantic Ocean in June, components from Canada had to be brought into the US to comply with cabotage laws — convincing the company it needed its own equipment.

As a result, the Virginia-based utility ordered the first-ever US-built wind turbine installation vessel (WTIV) for further development of its planned 2.7 GW wind farm.
