The International Transport Workers' Federation (ITF) estimates 600,000 seafarers and their families are affected by the crew changes crisis.
The union is putting the blame firmly at the door of governments for not easing travel and quarantine restrictions to allow crew home after completing their term of service.
But, it also points out just as many crew are unable to leave home to join ships and start earning a living wage.
