European Union countries have come under fire in an internal report blaming poor environmental policing for allowing polluting ships to slip through the net.
The study by the European Court of Auditors (ECA) found that the EU struggles to track pollution and trace its source.
The court said it was “sounding the alarm” on the issue because checks are inadequate and penalties are still rare, and too soft when they are imposed.
