Diamond S Shipping chartering manager Robin Heath admits spending a good part of the summer wondering whether all the hype surrounding a supposed IMO 2020 lift for the tanker market would produce actual results.
“Until now, it was difficult to see where the boost was coming from,” Heath told an audience at the Association of Ship Brokers and Agents (ASBA) annual cargo conference in Miami Beach.
