Numazu district court fined Xia Hongbo, 36, JPY 100m ($1m), to be paid to Sompo Japan Insurance, for the September 2013 collision that killed six Japanese seafarers.
Sompo Japan was the insurer of the 651-dwt Eifuku Maru No 18 (built 1992), which capsized after being hit by the 5,200-dwt Jia Hui (built 2005).
The defendant was on duty aboard Jia Hui at the time of the incident.
