Rear admiral Felipe Garcia-Huidobro Correa told local media it was likely that the 5,700-dwt ship (built 1976) hit rocks off Paso Kirke on Monday due to crew error, but he did not want to prejudice an ongoing investigation.
He praised the captain for moving the ro-ro to shallower water before it could sink fully, however.
