The organisation carried out checks on 1,146 vessels in six countries between 1 September and 30 November in the region, it said.
The most notable non-conformities observed were the lack of correctly recorded hours of rest and the lack of a watch schedule posted in an accessible area, the Black Sea MOU said.
A total of 21 vessels were detained, but only six had rest-hours faults.
