The vessel, named as Zhen He 168, went down on Monday, the maritime bureau in China's Fujian province said.
It sank off Xiquan Island in the early hours, but police were not told until 12 hours later by the owner, the Xinhua news agency reported.
Two rescue vessels, two patrol ships and one helicopter were sent to the scene. Wreckage was found on Monday.
