The Russian-flagged Vatan-1 (built 1973, 3,100 dwt) and Zangan-1 were held in the Azeri sector of the Caspian Sea, the Trend news agency reported.
Ehtiram Rahimov, the deputy head of the state maritime administration said both have "certain technical incompatibilities" with Azeri requirements.
