LeonardFrancis was arrested in San Diego this week and faces up to five years inprison if convicted of conspiracy in relation to the scandal, the WashingtonPost reported.
US naval commander Michael Misiewicz and Naval Criminal Investigative Service (NCIS) supervisory special agentJohn Beliveau II were also held, according to the US attorney’s office.
Francis, a Malaysian national, had woncontracts from the US navy to provide services to ships in ports worldwide for25 years.
