An overtime ban and other action short of a full strike is set to begin on 11 September at the Liverpool builder and repairer, local media reported.
And the GMB union said that if meaningful talks were not resumed, a 24-hour stoppage would be called for 22 September.
A total of 560 workers voted for a walk-out.
The yard is not commenting.
