Who is going to pay the bill for complying with the rules that come into force in 2020 to cut the sulphur emitted by ships’ exhaust?
It is a question that until recently was apparently being wilfully ignored by many.
Perhaps there remained hopes that if most people did nothing then implementation and enforcement of the new IMO rules would have to be delayed, or even abandoned outright.
