South Korea is considering barring vessels that have travelled to North Korea.
Sources cited by the Yonhap news agency said the move would be part of its plans to punish its neighbour for its nuclear and missile tests.
South Korea already has a ban in place on North Korean-flagged vessels dating from 2010.
And Japan has barred North Korean ships, plus vessels that have docked there.
