The document comes two weeks after sulphur emissions limits were tightened under the Marpol Annex VI.

While the EPA said the Act to Prevent Pollution from Ships calls for a maximum civil penalty of $25,000 per violation per day, the agency said it plans to increase the cap under other US laws allowing for adjustment of fines.

The agency said the penalties are aimed at removing the benefit of non-compliance with the standards, which require ship operators to switch to ultra-low sulphur fuel or take other measures, and at reflecting the gravity of each violation.

But
