Offshore shipowners — bleeding cash for years in the downturn — have a good chance to push up day rates in Russia’s Arctic waters but have not been aggressive enough in the latest tenders, brokers told TradeWinds.
With many bids already in, the chartering window has probably closed for the work this year, but owners will have another chance on Arctic tenders for the 2019 and 2020 seasons.
