The Japanese yard said it could not start construction of the plant in the central province of Khanh Hoa in August as planned, the Toan Viet news agency said.
Compensation payments have also not been completed.
Work will not now begin until at least the end of this year when authorities hand over the 304 hectares.
Oshima won approval for the yard in 2012.
