French media said the deal has finally gone ahead after main shareholder Transdev objected to it earlier this year.
A board meeting is due to be held on 14 April to discuss funding options.
The company believes the new vessels are needed to secure its future operations.
Norwegian reefer owner Siem Shipping has confirmed it is in talks to buy Transdev's 66% stake in the ferry company.
