Trader Gunvor is planning a huge investment in a refinery that will produce clean shipping fuel.
Hundreds of millions of euros could be spent on the coking unit in the Netherlands, according to Dutch newspaper Het Financieele Dagblad.
The report cited a filing of the company to environmental agency DCMR.
Gunvor is considering several options and a final decision has not yet been taken, a spokesperson told the daily.
