His appointment is set to be confirmed at a special general meeting of the Bermuda-registered shipowner on 23 April 2015.
Following the appointment Mads Meldgaard will resign from his role as temporary chairman and will continue on as a director of the shipowner.
Arntzen quit as chief executive of OSG in February 2013 after nine years in charge of the then US-listed tanker giant.
