Gibraltar wants to build a new bunkering and storage facility with a capacity of 225,000 cbm.
The Platts news agency cited Port of Gibraltar CEO Bon Sanguinetti as saying bidders have already submitted expressions of interest.
The government has not ruled out land reclamation to build a terminal on the small peninsula off Spain.
Proposals are due in by 22 April. It could take two years to build the facility.
