Roughly 800 ships discharge ballast in US waters using treatment gear approved by the International Maritime Organization (IMO).
A much larger number — more than 10,000 — are allowed to discharge completely untreated ballast within US waters. The US Coast Guard (USCG) has granted waivers to those ships, since it had not approved any ballast treatment gear for use in American waters.
