The general average system, where all parties involved in the shipping adventure — rather than just shipowners — contribute to a claim, was put forward by one delegate.
It was not an idea that was developed but a bit of lateral thinking about how best to fund multi-billion-dollar claims.
General average is a maritime principle steeped in history, so accepted. But creating something new along the same lines to pay for major disasters appears extremely ambitious, to say the least.
