US president Donald Trump’s administration has moved quickly to delay a proposed rule change that the offshore sector fears could push out foreign-flag construction vessels from US waters.

The decision comes after the International Marine Contractors’ Association (IMCA) and oil majors mounted a lobbying effort in response to a US Customs and Border Protection (CBP) proposal, formalised in the waning days of former Barack Obama’s administration, to sweep aside rulings classifying key items as carried by offshore construction vessels as “equipment” rather than “merchandise”.
