He notes that the largest ship registry instead shares the reports with flag states through the International Maritime Organisation (IMO)’s Global Integrated Shipping Information System (GISIS) so they can make safety improvements.

Publishing reports publicly, he insists, does not achieve the safety improvement goals of the accident investigation system.
