At a recent meeting held on Jeju Island, South Korea, of the technical group, which is made up of representatives from the region’s leading shipbuilding nations, it was agreed the ASEF needs to tailor its charter if it is to meet the IMO’s requirements to become an NGO.
The IMO dictates that all NGOs have permanent headquarters and secretariat. It also insists that NGOs are international rather than regional, a factor that would seem to rule out the ASEF.
