Ten years ago, Norway’s prime minister Jens Stoltenberg talked about creating a project that would have all the importance of a “moon landing”.

He was talking about carbon capture and storage (CCS) and he had the shipping industry whetting its lips in anticipation.

The idea was that Norway should build gas plants at places such as Karsto and Mongstad. They would be carbon neutral because the greenhouse gas would be filtered out and shipped by pipeline or vessels and buried in old North Sea oilfields.
