China's IMO 2020 implementation plan could pose a risk for ships with scrubbers, but coronavirus appears to be holding up enforcement.
The plan, in effect 1 March, primarily prohibits ships from using high sulphur fuel within 12 miles of the Chinese coast, even with a scrubber, bans high sulphur fuel carriage without official authorization and prevents ships from discharging scrubber wastewater in Chinese waters.
