The Tokyo MOU on Port State Control has reported an upturn in detentions for the first time in a decade.
Its 21 member states recorded 49 more detentions in 2019 than in the previous year.
In its annual report, the Tokyo MOU said that the increase represented a “bounce” after a long run of declining detentions that could be partly explained by improved targeting.
