Shipping is lobbying for a deal at COP21 that mandates nations belonging to both the UN organisations for climate change and maritime regulations to leave the International Maritime Organization (IMO) with the task of deciding how to implement measures agreed in Paris to reduce greenhouse-gas emissions.

The industry is seeking to show it is open to market-based measures it has previously shied away from in an effort to ensure the IMO retains control of deciding global emission regulations for shipping.
