A new survey by consultancy Drewry has revealed high levels of unease about the new IMO 2020 fuel rules among shippers and freight forwarders.
It quizzed 106 players about the low-sulphur regulations, the costs of which leading container lines have said they will pass on to customers.
More than half of all respondents, 56%, said they did not consider lines' existing approaches as either fair or transparent.
