Two of the world’s largest flag states have appeared on a European Union (EU) list of states that it says act as tax shelters.
The Marshall Islands and Panama were described by the EU as “non-cooperative jurisdictions in taxation matters”.
The EU says the aim if the list is to promote “good governance” worldwide, in order to “maximise efforts to prevent tax fraud and tax evasion”.
