French offshore vessel owner Bourbon is forecasting a gradual recovery for the sector in 2018.
But it warned that any improvement is dependent on how many laid-up OSVs owners can bring back into the market.
The sector is already over-supplied with ships, it said, putting strong pressure on rates.
There will be a very gradual increase in utilisation levels this year, it said.
