A unit of the world's largest shipbuilder has been blacklisted by the US Commerce Department for its purported role in helping China build a chain of artificial islands in what legal experts said is a potentially significant development.
The punishment came against 24 Chinese companies said to have assisted in construction of the islands in the South China Sea, which has stoked territorial conflicts.
