A Romanian-owned feeder containership has been barred by the Paris MOU on Port State Control after being detained three times in six months.

Paris MOU said the 508-teu Jaohar Challenger (built 1995) was banned for three months from ports in member countries.

The third detention took place at Port Oristano in Italy on 9 March. The ship flies the flag of Togo, which is black on the current Paris MOU list.

The Jaohar Challenger is operated by Lyndon Marine of Romania.

The vessel was also detained in Italy and Spain in October and September last year.

The Spanish detention in September showed problems with crew certificates, sanitary facilities and the quality and nutritional value of food supplies.

The vessel fixed these problems, but a month later ran into a whole new set of issues in Italy.

Cargo operations equipment was not properly maintained, there was a fault with a lifeboat launching arrangement, facilities for receiving marine safety information were inoperative and navigation charts had not been updated.

The Oristano detention in March resulted in a stay of seven days with 15 deficiencies.

Grounds for detention included malfunctioning alarms, missing cargo operations equipment and an incomplete oil record book.

There were also problems with jacketed high-pressure lines and the oil leakage alarm, as well as lifeboat launching once more.

In addition, inspectors said oil filtering equipment was inoperative, steering gear was not as required and the engine room was dirty.

AIS data from Wednesday showed the ship left Oristano on 19 March, heading for Mostaganem in Algeria, where it docked on 21 March.
