The amount of time shipowners have to dispute the quality of fuel is likely to become shorter due to IMO 2020.

With most companies opting to use low-sulphur fuel instead of scrubbers to comply with emissions regulations, there is a push to cut the number of days to report an issue with the fuel, from 30 days to 15.

"There's no good technological reason, given the availability of onboard testing, or burn testing, that the quality reporting deadline should be anything more than 15 days," Stephen Simms of Baltimore law firm Simms Showers said.
