A proposed rule to tighten the application of the the Jones Act to offshore construction vessels is already having an impact, with Helix Energy Solutions reporting that the potential change is hitting the workload for one of its vessels.

The New York-listed subsea construction company said its 127-metre-loa multifunctional support vessel Grand Canyon II (built 2015) has seen a decline in activity amid uncertainty caused by the proposal, though some offshore market sources expressed doubt that the rule would impact contracting before being adopted.
