New rules restricting Indonesian coal and palm oil exports to domestics ships is causing concern among buyers.
Reuters said orders are already being held back due to the new regulations.
Exporters must use Indonesian-flagged vessels and domestic insurance companies from the end of April.
But guidelines on how this will work and on any potential exemptions have not been released.
