Page 16 TradeWinds September 2 1994 Japan signs key oil spill agreement Japan has given an important boost to efforts to establish a more effective international oil spill compensation regime by signing up for two conventions which will more than double the amount of money made available for clean-ups. The Japanese government has become the first country with a large tanker fleet and significant oil imports to sign two protocols which agree to raise the compensation limits agreed under the Civil Liability Convention and Fund Convention.
